-a flag implementation not consistent with -s flag

the -a flag is not consistent with the -s flag in that it requires a trailing '/' (slash) when specifying the config directory whereas the pyscripts does does.

For 3.0 we are rewriting the arg parser in the standard sauer server to fix this issue and others (like its odd no-space after argument flag syntax).
Should be easy 2.0 fix, marking as jr-job
