could there also be a flat file with the most changed options? Something like server-init.cfg. Not everything but enough so that a noob server admin can have a server that looks good without having to install and learn to use a db program.

We are making a command line utility and a web utility to modify the config options. This should be much easier to modify than the lots of flat files approach.
There also will be one xsbs.conf file which has a couple config options required to be out of database (like database location).
