Moderated account registration

Add a feature to enable admin moderation of account
registration.
For example, a user does #register foo bar and it gets
placed
onto a queue. The admin can then later view and accept/deny this
registration.

I have a question about this thing with the registration. Do I have to use a in game commend? If so what command do I have to use to accept his registration and too see what he has written?
Oh and another thing I really dont understand how the clantagprotaction works can you help me?
