Edit Spam Warnings

This is a feature that should be ported over from frogmod.
It should warn the master and the responsible user whenever:
- fast scrolling is happening(causes lag)
- large selection size(means that someone wants to delete the map)
- fast texture scrolling(Y+scroll instead of F2 texture browser)(this also causes lag)
